Language Policy
Horizon International Bilingual School is committed to fostering an inclusive and supportive learning environment for students of all linguistic backgrounds.
The school recognises that English proficiency is essential for academic success and social integration.
New students who meet any of the following criteria are identified as ELLs:
Their first language is not English.
They speak a variety of English that is different from the instructional language.
They require additional language support to access grade-level academic content.
All new students undergo a language assessment to determine their English proficiency level.
Screening Procedures
Step 1: Initial WIDA MODEL Assessment
All non-native English speakers take the WIDA MODEL to determine their proficiency level.
The test assesses listening, speaking, reading, and writing skills.
Step 2: Placement Decision
Students scoring below WIDA 3.5 composite or below 3.0 in any domain will receive ESL support.
Students scoring 3.5 or above will enter mainstream classes but may receive transitional support.
CAT4
The Cognitive Abilities Test comprises four test batteries, each of which contains two tests. The tests assess the main types of mental processing which play a substantial role in human thought. Together, they provide users with a comprehensive understanding of the core abilities related to learning.
The batteries include evaluation of
Verbal Reasoning - the ability to think constructively using concepts framed in words
Quantitative Reasoning - the ability to understand concepts framed in numbers
Non - verbal Reasoning - the ability to analyze visual information such as shapes and patterns
Spatial ability - the ability to recognize sequences and the relationship between shape and space
